Reduce heat to medium and sprinkle gravy along with 1 cup condensed milk and 1 cup water over meat.
Stir and fry until thickened.
In a bowl, combine eggs and 5 ounces condensed milk with salt and pepper to taste.
Lightly beat eggs in a skillet over medium heat.
Place ⅓ of meat and gravy in the bottom of a well-greased 9×13 baking dish and top with half of the eggs.
Add another layer of gravy and egg mixture, then top with remaining gravy mixture.
Place the cookies on the baking dish and bake for 20 to 25 minutes until the cookies are golden brown.
